UK and France Will Dispatch Military Personnel to Ukraine if a Peace Agreement is Agreed

The London and Paris have signed a declaration of intent concerning the deployment of military forces in the nation should a peace deal be struck with Russia, the Prime Minister of Britain, Sir Keir Starmer, has declared.

Following negotiations with Kyiv's partners in Paris, he said that the allies would "create military hubs across Ukraine and erect secure structures for military hardware and military equipment" to prevent any potential attack.

The coalition members also put forward that the America would assume leadership in monitoring a ceasefire.

The Kremlin has consistently warned that any foreign troops in Ukraine would be considered a "valid objective", but has not yet issued a statement on this latest development.

The Situation and Continuing Hostilities

Moscow's leader Vladimir Putin initiated a full-scale invasion of Ukraine in the start of last year, and Russia currently controls approximately 20% of Ukrainian territory.

"This is a vital part of our commitment to stand with Ukraine for the long-term," remarked the UK Prime Minister.

National leaders and high-ranking officials from the "Allied Coalition" took part in Tuesday's talks.

He stated at a joint press conference, the Prime Minister noted: "It paves the way for the legal framework under which British, French, and partner forces could work on Ukrainian soil, protecting Ukraine's airspace and waters, and rebuilding Ukraine's armed forces for the time to come."

The UK prime minister also stated that Britain would take part in any Washington-directed verification of a prospective cessation of hostilities.

Defense Assurances and Diplomatic Positions

Top American diplomat Steve Witkoff stated that "long-term defense assurances and strong prosperity commitments are vital to a permanent resolution" in Ukraine – mentioning a central requirement made by the Ukrainian government.

The negotiator indicated the allies had "substantially agreed on" their work on agreeing such guarantees "to ensure the Ukrainian people know that when this hostilities ends, it ends forever."

Donald Trump's son-in-law, ex-President Donald Trump's special envoy, also took part in the discussions.

Separately, President Macron Emmanuel Macron said that Ukraine's supporters had made "considerable advances" at the meeting.

He said that "strong" security guarantees for Ukraine had been reached in the event of a possible ceasefire.

Ukrainian President Volodymyr Zelensky stated that a "major development" had been made in the negotiations, but qualified that he would only view efforts to be "enough" if they resulted in the conclusion of the fighting.

Last week, the Ukrainian leader suggested a settlement was "mostly finalized". Agreeing on the last 10% would "shape the future of peace, the fate of Ukraine and Europe".

Outstanding Matters

  • Land and defense assurances have been at the forefront of ongoing disputes for the parties involved.
  • The Russian President has often said that Ukrainian troops must retreat from the entirety of Ukraine's eastern Donbas or Russia will occupy it, refusing any middle ground over how to finish the war.
  • The Ukrainian President has thus far rejected surrendering any land, but has proposed that Ukraine could pull back its forces to an agreed point – but only if Russia reciprocates.

Moscow currently holds approximately 75% of the Donetsk region and some 99% of the neighbouring Luhansk region. The pair of oblasts form the heartland of the Donbas.

The original US-led multi-point proposal that was extensively reported to the media last year was seen by Ukraine and its partners in Europe as being heavily skewed in Russia's favor.

This sparked weeks of focused discussions – with all sides trying to amend the proposal.

The previous month, Kyiv presented the US an revised 20-point plan – as well as additional documents describing potential defense assurances and plans for Ukraine's rebuilding, the President stated.
